History of Grama Panchayat

Chemnad Grama Panchayat is one of the historically important local self-government regions in Kasaragod district of northern Kerala. It lies east and southeast of Kasaragod town, along the banks of the Chandragiri River, and includes villages such as Chemnad, Perumbala, Thekkil, and Kalanad.

Historical Background

The region around Chemnad formed part of the old Tulunadu–North Malabar cultural zone. Historically, Kasaragod area was ruled by several dynasties and local chiefs, including:

  • The Kolathiri rulers of North Malabar
  • The Vijayanagara Empire during the 16th century
  • The Ikkeri Nayakas of coastal Karnataka
  • Later the Mysore rulers Hyder Ali and Tipu Sultan
  • Finally the British Madras Presidency

Before the formation of Kerala state in 1956, Kasaragod belonged to the South Canara district of the Madras Presidency. After the linguistic reorganization of states, the Malayalam-speaking areas including Chemnad were merged with Kerala.

Formation of Chemnad Grama Panchayat

Chemnad Grama Panchayat was constituted under the Kerala Panchayati Raj system after independence as part of democratic local governance reforms. It became part of the Kasaragod Block Panchayat and now functions under Kasaragod district administration. The panchayat today has:

  • 24 wards
  • 4 main villages: Chemnad, Kalanad, Perumbala, and Thekkil
  • A population of over 65,000 according to recent Panchayat department records.

Cultural and Social History

Chemnad has historically been a meeting point of Malayalam, Tulu, Kannada, Beary, and Konkani cultures. Because Kasaragod was long connected administratively and culturally with coastal Karnataka, the area developed a mixed linguistic and cultural identity.

The region is known for:

  • Traditional mosques and madrasas
  • Temple festivals and folk arts
  • Agricultural settlements
  • Coastal and river-based trade links
  • Migration ties with the Gulf countries

Villages like Chembirika and Perumbala became important fishing and trading settlements because of their coastal location and waterways.

In recent decades, Chemnad Panchayat has expanded rapidly because of:

  • Gulf migration income
  • Health and social welfare programs

The panchayat gained attention during the COVID-19 pandemic for effective containment and public health work.
